Environmental Protection Act, street cleaning, including the removal of large items fly-tipped and general litter falls under the responsibility of the local borough City of Westminster. This includes the job of cleaning footways and carriageways of leaves, litter, detritus etc. Please see below reply from TfL on 6 January 2020. "I appreciate the time you’ve taken to raise your concerns with us and I’m sorry for the inconvenience caused. We maintain the Transport for London Road Network (TLRN), which are sometimes called red routes. Our roads are marked with red lines running down the side of the road, and roads with yellow lines are all managed by the local London Authority. To find out more about our network, please visit our website at tfl.gov.uk/redroutes. However, under the Environmental Protection Act, street cleaning, including the removal of large items fly-tipped and general litter falls under the responsibility of the local borough. This includes the job of cleaning footways and carriageways of leaves, litter, detritus etc. In this instance it will be the City of Westminster.
