Does the Council's lack of any action on this for three weeks mean that it is lawful to chain a vehicle to the fence of a private park and leave it there indefinitely? People drop refuse next to it. Dogs relieve themselves on it. What does it take for the Council to remove this? Are you consigning this problem to private citizens to solve? Should we pay to have this carted away?
