Subway gates not fastened back near South Africa House entrance to Charing X Tube

These lockable gates are not locked so that the padlock joins them to the fence. There are is a loop designed for that. This means that they swing open and shut, and that you often can't use the handrail which is on them. See the attached photo, which shows one swung open and one closed.
It has been windy recently and last night one swung shut as I was on the stairs and I narrowly avoided falling down the stairs.
Transport for London staff confirmed that these aren't their gates, but yours.
Someone with the key needs to lock them to the point on the barriers designed for this.
