Constant engine idling

Throughout each day there is a constant stream of motor vehicles pulling up around Montagu Square and drivers leaving their engines idling, often for up to an hour at a time. Many of these are taxi drivers and private cabs with drivers sat in their car doing nothing at all except idling the engine. Montagu Square is not a public car park yet these drivers are using it as one, which is not fair to residents. It also completely disrupts enjoyment of the square (which residents are paying for) but, most importantly, is polluting the air and making it noticeably toxic.
This is particularly important for the many residents living in basement flats, whose homes become flooded with pollutants.
I see that there are numerous complaints about this topic already. Given this practice by drivers is already illegal under statute, what is WCC doing to address this issue? It is contradictory to the modern aim to reduce emissions and make the city more pedestrian friendly.
