Security boards attached to lamp post that restrict walking

All throughout St John’s Wood area there has been a proliferation of security notices and boards that have been placed on the kerb on several streets (Clifton Hill, Blenheim Road, Queen’s Grove, etc) . Apart from being unsightly, they are a tremendous risk to children, mothers and prams, wheelchair users, people with sight problems, etc. These big notices clog the pavements and are visually polluting. Why are they allowed to be fixed on the street post with chains? What is stopping other people advertising their services like this? These boards should be removed permanently from public paths, roads and pavements.
