Traffic light staying on red

The traffic light on the end of Baker Street at the Allsop Place Junction is not changing to green. This has resulted in cars beeping their horns at the cars waiting at the red light until they drive through.
The cars are now regularly driving through the red light and the sound of cars beeping their horns is near constant.
