Constant chalk drawing and litter

I really don't know where this should go... We live physically on St Mary's church square at #8 Wyndham Place. As you are aware - and as we were when we moved here - there is both a church and a school on the square. There is constant activity - children both during school recess and otherwise, people socializing until well past 11pm most nights, groups gathering, dogs playing - and this is to be understood. Nonetheless, there are also constant breaches of rules: ball playing, bikes traversing the square, skateboarders practicing, trash and children's drawings. We chose to live here but this is NOT a park; worse than a park, there are no gates. Today a neighbor asked parents of young children drawing with chalk on the pavement around the benches - which are closest to the doors of homes - not to do so exactly right there because the dust tracks into the house. She asked them to move around the corner to a less in her immediate area location. The mother was extremely offended and after returning from purchasing her coffee came over to have a bit of a go. She was a Marylebone resident too. Maybe we should take this up with the council rather than outrageously - in a manner that merely sought to establish a civil dialogue about how we all live here together - suggest that she or her children be courteous. When we simply attempted to explain that she did not appreciate what it was like to live on the square with this constant stream of people, she suggested that we move. Ending the conversation there, I decided to take her up on her insistence that this was a council issue. As a resident, I would appreciate knowing what the rules are regarding the public space the is the square surrounding my home and that those rules are clearly posted for those who use it. Thank you.
