Japanese Knotweed growing on the pavement

A Japanese Knotweed plant is growing, thriving, and even beginning to flower, on the pavement at the northern end of Fernhead Road W9. It is located outside the garden of the redbrick property on the corner of Fernhead Road and Carlton Vale, across from the church and school. This invasive plant has been growing there for years. Every time the plant is removed, it simply grows back stronger and gets more established. A permanent eradication is necessary before it spreads even further and invades other properties in the neighbourhood. Can the council please see to this problem, or force the owner of the property to get rid of it once and for all? I believe it is a legal requirement to control this plant. Thank you very much.
