I am a Westminster resident who frequently uses St Georges Park (Park) between Lupus Street and Grosvenor Road. First, I would like to thank Westminster Council (Council) for maintaining the Park so well throughout the pandemic, particularly as it is so heavily used.
Having said this, the entire iron railing surrounding the Park is littered with bicycles hanging from the bars. These bicycles have been in place for months or even years, as some are clearly abandoned. It is now established that the railings routinely serve in lieu of bicycle racks.
The bicycles are unsightly, a nuisance and damaging to the railing itself. But far more concerning, they project onto the very narrow footpath and the handlebars are often at eye level. These handlebars pose a genuine hazard to those walking along the footpath, particularly in dim light. I have myself almost been injured by the protruding bicycles. The Council will be aware that there are many elderly residents living the immediate area using the Park, include residents at a Care Home within St Georges Square itself. These bicycles pose a genuine risk to health and safety, a hazard that has too long been ignored by the Council.
