Sent to Westminster City Council less than a minute later. FixMyStreet ref: 3673738.

The ice cream van is located at the end of Waterloo Place, at the top of the steps to Pall Mall. It seems to be permanently located here. The engine is constantly left idling and pumps out smoke from the exhaust. This is very bad for the environment.
