Invasive Lilac and untrained operative.

We have a big problem with invasive Lilac trees on Salisbury St. Hundreds of thousands of pounds were spent by Westminster Council transforming Salisbury St NW8 8BW into a street with wider pavements and lots of planting. Unfortunately the operative in charge of maintaining the planting does not know what he is doing. He has allowed saplings from a Lilac tree in a residents garden to grow out of control in all the borders on Salisbury Street. These are growing thick roots and will soon become trees, blocking out the light and killing the other plants. They are already taller than head height. He also pulls up any bulbs before they get the chance to grow, chops the ornamental grasses so that they die and allows normal grass to grow out of control. He does not know what he is doing. He clears large patches of ground, so they are now bare and sparse.
