Damaged Pillar, Health and saftey issue, may fall and hurt someone

I am the assistant building manager at 3-4 Whitehall Court.

One of the stone columns, which is part of the iron railings in Embankment Gardens (Behind the Farmers Club at 3 Whitehall Court) has been damaged. Please see attached photo.

Recently we have had local events (PRIDE, Protests, Champions League Final etc) and someone has climbed the pillar and the top has become separated from the rest of the column. It is balancing precariously and is a lawsuit waiting to happen (if it falls and injures/kills someone). Please look into repairing this ASAP before something terrible happens. Thank you.
