Engine Idling Rude Driver

This White Van has been outside my Flat since 7.10 am with the engine running legs up in the cab and blowing fumes into the property, my partner and I have asked if he could turn the engine off, but he was nonchalant and a blunt no which I know is not correct as the other regular drivers from this firm turn off the engines, as of 9:10 he is still here engine on so 2 hours .he has now left and he said to me haven't I got anything better to do and put his fingers up at me as he left.
