The tree is overgrown

The tree behind my house has been overgrown for the past 6 years. I have reported twice already. The tree completely hangs over my garden, completely covering it and the branches reach the window and block the light coming into the house. Also the massive amount of leaves that fall into the garden through out the year has become troublesome to keep cleaning.
