Light is flsahing strongly and is a danger to epileptics in households

Sent to Westminster City Council less than a minute later. FixMyStreet ref: 6974454.

Its flashing strongly in second heart beats and is a danger to epileptics and needs urgently changing. It has already given my partner a headache. Please can this be resolved we cant keep having the blinds closed its ridiculous. Issue is present for 3 days.
