Car idling next to nursery

Today I went to pick up my children from nursery. When I arrived there was a car parked right outside the fence with the engine running. The kids were playing outside so my children were basically 2 meters away from the exhaust. I politely asked the driver to switch off his engine but he refused to do so, used profane expletives, and tried to intimidate me.
